**Overview**
Transition Manager (TM)/Program Manager (PM):
Bowhead seeks a Transition Manager (TM)/Program Manager to support the United States Special Operations Command (USSOCOM) Program Manager Special Programs (PMSP) contract located at Fort Belvoir, VA.USSOCOM PMSP is responsible for conducting Research, Development, Acquisition, and Sustainment of a broad spectrum of military capabilities and systems.
The TM/PM will manage all activity during the contract transition from the incumbent and then continue supporting the contract during the execution phase.
**Responsibilities**
During the Contract Transition Term, this person shall be responsible for:
+ The planning and oversight of all activities necessary for the assumption of services, staffing, work-in-progress, and management stand-up functions from the incumbent.
+ Ensuring contract transition requirements from the incumbent are identified, scheduled, negotiated, and completed during the specified Contract Transition Term.
+ Ensuring Contractor personnel are in place with required facility and IT systems access, artifacts, workflow and administrative process knowledge.
During Contract Execution, this person shall be responsible for:
+ Management of all aspects of the contract to include personnel management and quality of contract deliverables.
+ Regularly communicating with the KO and COR to ensure that contract terms, objectives, and requirements are being adhered to.
+ Regularly reporting status to the COR and Contracting Officer at periodic meetings, emails, telecons, and thru Monthly Status Reports (MSRs).
+ Accurately tracking and reporting on contract cost, schedule, and performance, and rectifying issues at the direction of the KO and COR.
+ Proactively managing risk and rectifying issues in a timely manner as they arise.
+ Other duties as assigned
**Qualifications**
+ Experience in senior position involved in a contract transition for a private sector company managing the transition of professional service contracts is required. This experience must include a large-scale transition of no less than 100 personnel within the DoD or equivalent with Government agencies. The Government understands that TM roles are temporary in nature, but this person's resume must clearly demonstrate that the proposed TM/PPM was a key member of a large-scale transition team, not just a participant.
+ Eight (8) years managerial experience within Special Operations Forces (SOF) organizations.
+ Project Management Professional (PMP), Program Management Professional (PgMP) certification, or DAWIA Level III Certification in Program Management
Desired (All Required Qualifications plus):
+ Demonstrated experience as a named Transition Manager (TM) for a private sector company managing the transition of professional service contracts. This experience must include a large-scale transition of no less than 100 personnel within the DoD or equivalent with Government agencies. The TM shall have demonstrated experience leading the planning, submission, and execution of Transition Phase-In Plans and Transition Phase-Out plans of a similar scale.
+ Ten (10) years managerial experience within Special Operations Forces (SOF) organizations.
+ Demonstrated experience applying SOF Acquisition and Capability Development processes.
+ A Bachelor's degree in Science, Technology, Engineering and Mathematics (STEM) or Management.
Physical Demands:
+ Must be able to lift up to 25 pounds
+ Must be able to stand and walk for prolonged amounts of time
+ Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Top Secret level with SCI eligibility. US Citizenship is a requirement for this contract.
