Reporting to the Deputy Director for Children and Family Services, the Associate Director for Program Data Systems provides leadership and strategic direction for the development, implementation, and continuous improvement of programmatic databases and information systems. This role is responsible for ensuring the effectiveness, integrity, and usability of internal data systems and externally facing technology solutions in support of high-quality service delivery.
The Associate Director leads a team that oversees system configuration, maintenance, and technical support for platforms such as Salesforce, Apricot, and ETO. They design data frameworks aligned with federal and state compliance requirements, including ORR guidelines, and work closely with senior leadership to translate program goals into measurable outcomes and reporting tools.
The ideal candidate brings hands-on experience with case management systems, technical skills in data system configuration and reporting, knowledge of compliance in federally funded programs, and the ability to effectively communicate across technical and non-technical stakeholders.

DUTIES
- Provide strategic leadership and direct supervision to staff responsible for data systems and technology solutions, ensuring alignment with federal obligations (e.g., ORR) and internal standards, while fostering team development and technical skill-building.
- Lead the development and continuous improvement of internal and external programmatic technology systems that support service delivery to unaccompanied children and families, ensuring systems align with the strategic vision of Children and Family Services (CFS).
- Oversee the implementation, configuration, and maintenance of case management and data systems (e.g., Salesforce, Apricot, ETO), ensuring usability, functionality, and security in accordance with compliance requirements.
- Coordinate and provide technical support and training for internal staff and external partners to ensure effective system use and maximize the impact of technology tools.
- Ensure robust work plan development, internal policies and procedures, and system protocols that meet federal, programmatic, and organizational compliance standards.
- Collaborate with federal partners, program partners, and coalitions through meetings and conference calls to address and resolve issues related to Family Reunification and Safe Release Support programs.
- Lead the creation, review, and submission of data-informed reporting for funding proposals, quarterly and annual reports, and federal monitoring processes, ensuring accuracy and alignment with program outcomes.
- Oversee and manage expenditures related to data systems and consultant services, including invoice processing and vendor relationship coordination.
- Provide support and coverage for database administrators as needed to ensure consistent service delivery and technical support for end users.
- Coordinate system updates and enhancements in response to evolving ORR and local policies, assessing and implementing necessary adjustments to maintain program compliance and effectiveness.
- Ensure the implementation of high-quality data management practices across CFS technology platforms, supporting data integrity, compliance, and performance monitoring.
QUALIFICATIONS
- Masters degree in IT Management, Technology Management, Data Science, or other MsC in a related field and five years' experience and knowledge of technology management, project management, strategic programmatic systems implementation, planning and emerging trends in the field; or an equivalent combination of education and experience.
- Minimum of 5 years progressive managerial experience with direct responsibilities in supervision of staff required.
- Proficiency in programmatic databases and other technologies including extranets platforms, learning management systems and MS SharePoint and applications such as SQL, Python, Tableau, etc.
- Ability to supervise project implementation through leading a team, managing various projects simultaneously with high degree of complexity in a dynamic work environment.
- Experience working with refugee and unaccompanied migrant children preferred.
- Demonstrated ability to develop and manage collaborative projects among various systems.
- Demonstrated experience in inter-agency collaboration, development of new partnerships and creating working groups.
- Strong organizational skills and ability to manage multiple projects and activities simultaneously
- Able and willing to travel, at a minimum of 3 times annually.
- Proficiency in Microsoft Office applications.
- Awareness of legal and political issues related to immigration and child welfare.
