Description :
The work to be performed by this contract is important to ensure the state is compliant with federal guidelines and standards for floodplain mapping. Chapter 87.30, Wisconsin State Statutes, requires Counties, Cities and Villages to implement Floodplain Zoning in identified flood risk areas. These same communities also can enter into an agreement with the Federal Emergency Agency (FEMA) to implement the National Flood Insurance Program (NFIP) in exchange for access to federally backed flood insurance and federal mitigation funding, DNR works as a Cooperating Technical Partner (CTP) with FEMA to provide the most up to date flood risk information for the state, including the Flood Insurance Rate Maps (FIRMs) that are used by communities to implement floodplain zoning.
This contract helps assure that the Geographic Information Systems (GIS) and engineering based tools used by program staff work efficiently and result in a high-quality product. The contractor maintains and provides training on the floodplain engineering and mapping extensions in GIS, which assists the project engineers to quickly complete the hydrologic and hydraulic analyses used in floodplain mapping studies. These tools are also used by some staff in other DNR programs and other agencies. The contractor also assists with completing projects identified in annual, competitive FEMA mapping grants, including the development of FIRMs and flood inundation mapping used for planning and emergency response.
The services to be performed relate to floodplain engineering and mapping in Marinette, Outagamie, and Waupaca Counties. They include high level hydrologic and hydraulic (H&H) floodplain modeling. While the work is largely independent, there are quality control checks internally and at FEMA to make sure the data produced meets all applicable state and federal standards. The creation of this data is part of a larger, diverse team that currently is employed by DNR and all parts of that team need to work in tandem to be successful.
