POSITION OVERVIEW SECTION


Plan, direct, or coordinate the operations of public or private sector organizations, overseeing multiple departments or locations. Duties and responsibilities include formulating policies, managing daily operations, and planning the use of materials and human resources, but are too diverse and general in nature to be classified in any one functional area of management or administration, such as personnel, purchasing, or administrative services. Usually manage through subordinate supervisors.


Essential Job Functions

  • Project Management Plan (PMP). Prepare and deliver a draft and a final PMP that is based on the Contractor's solution. Utilize the PMP as the foundation for information and resource management planning. The PMP shall be automated utilizing software such as MS Project or AF standard Project Management software.
  • Communication/Meetings. Facilitate Government and Contractor communications; use industry best-standards and proven methodologies to track and document requirements and activities to allow for continuous monitoring and evaluation by the Government; and ensure all support and requirements performed are accomplished IAW the contract. Notify the Contracting Officer Representative (COR) via a Problem Notification Report (PNR) of any technical, financial, personnel, or general managerial problems encountered throughout the period of performance (PoP).
  • In Progress Reviews (IPRs). Hold quarterly, formal IPRs (Section 2.2, Deliverable 10) at a location determined in conjunction with the Government. IPRs, at a minimum, shall include the COR, AF/A1PT POC, relevant Government stakeholders, and any other Government and Contractor representatives deemed necessary by the COR and/or AF/A1PT POC. The purpose of the IPR is to provide a forum for the Government to conduct a review of TO progress, engage in TO planning, and assess any issues.
    • Meeting attendees and their contact information and, at a minimum, identify organizations represented;
    • Meeting date and location;
    • Meeting agenda;
    • Summary of what transpired (issues and risks discussed, decisions made, and action items assigned);
    • Conclusions and recommendations
  • Monthly Status Report (MSR). Develop and provide an MSR using Microsoft (MS) Office Suite applications via electronic mail (email) to the COR, the AF/A1PT POC, and any other requested POCs. The MSR shall summarize by task area the technical and managerial work performed by the Contractor during the previous month, and shall also, at a minimum, include the following:
    • Activities/deliverables during reporting period, by task (include on-going activities, new activities, and activities completed, and progress to date on all above-mentioned activities). Each section shall start with a brief description of the task.
    • Problems and corrective actions taken. Also include issues or concerns and proposed resolutions to address them.
    • Personnel gains, losses, and status (upcoming leave, security clearances, etc.).
    • Government actions required.
    • Schedule (show major tasks, milestones, and deliverables; planned and actual start and completion dates for each).
    • Summary of trips taken, conferences attended, etc. (attach Trip Reports to the MSR for reporting period).
    • Financial status including actual burn through the previous month and projected cost of each CLIN.
    • Any recommendations for change, modifications, or improvements in tasks or process.

Minimum Position Requirements

  • Provide program and project management support. This includes the management and oversight of all activities performed by Contractor personnel, including technical and financial oversight of projects, personnel and subcontractors. Identify a program manager (PM) by name who shall provide management, direction, administration, quality control, and leadership.
