Essential Job Functions and Responsibilities: Team Lead to support the operations of the Compliance Assurance Program Office's (CAPO) Human Research Protections Group (HRPG)
comprehensive assessment program for DHS research compliance and provide regulatory support in this area, to include:
- a) Providing support to the Government in developing or revising DHS directives, instructions, procedures, guidance's, and other information to ensure research compliance for activities conducted, supported or funded by DHS.
- b) Facilitating the identification of DHS-sponsored activities subject to regulatory and compliance assurance reviews.
- c) Determining documentation requirements for regulatory and compliance assurance reviews.
- d) Managing the collection, analysis, and archiving of documentation for regulatory and compliance assurance reviews and record-keeping in a centralized database.
- e) Conducting systematic reviews of DHS-sponsored activities for compliance with Federal laws, regulations, and guidelines in accordance with applicable DHS directives, instructions, procedures, and other guidance.
- f) Assisting in conducting onsite inspections of DHS-sponsored activities.
- g) Coordinating with appropriate Federal agencies for joint inspections, including, as applicable, under interagency agreements and arrangements.
- h) Providing timely support and recommendations, as needed, for departmental review and oversight of activities that could reasonably raise compliance concerns.
- i) Ensuring that research involving human subjects is conducted in compliance with 6 CFR Part 46 (the DHS codification of "the Common Rule."). Review research activities involving human subjects to ensure the Institutional Review Board (IRB) review is compliant with the requirements within the Common Rule and the ethical principles of the Belmont Report. Confirm that organizations, including third-party performers conducting or supporting research that is not exempt from the purview of the Common Rule, are operating under an active and approved Assurance of Compliance (Federal wide Assurance (FWA)) from the Department of Health and Human Services (HHS) Office for Human Research Protections (OHRP) or other applicable federal Assurance. Request documentation verifying that human subjects research (HSR) protocols have been reviewed and approved by an IRB or equivalent ethics committee established in accordance with the Common Rule, and that continuing IRB review has been obtained as needed. Verify, as applicable, that IRB approval of informed consent documents and the associated consent procedures is as specified in the Common Rule. Ensure that all HSR has received any other applicable regulatory and/or compliance approvals. Contractor shall facilitate DHS/S&T involvement and participation in relevant intradepartmental and interagency groups and meetings including those conducted by the Office of Human Research Protections (OHRP).
Candidate Requirements: Senior Scientist are expected to have Master's Arts/Science Degree
- Extensive and demonstrated human research protections experience
- Master's degree or higher degree preferred, in any discipline but preferably in STEM, health policy, law, or information technology (IT) with demonstrated human research protections experience,
- At minimum, be eligible to take the Certified IRB Professional (CIP) exam, experience applying the following: The Common Rule and other regulations relevant to the protection of human subjects in research, DHS and other Federal regulations, regulatory compliance, Good Clinical Practice (GCP) and clinical trials standards, and other research standards for all aspects of human subjects' research.
- Demonstrated knowledge of HRPP/IRB/REC administration and management.
- Demonstrated knowledge of various types of research portfolio oversight and management methods and systems.
- Ability to analyze extremely complex problems and recommend, monitor, and execute best practice solutions to executive level management.
- Experience with or ability to assist in the development of a regulatory framework based upon Federal, state, local and other laws, and guidelines.
- Ability to meet with and present to senior officials.
- Shall be able to read, write, speak, and understand English.
- Available to travel locally, regionally, and nationally.
