Job Description

COMPENSATION: Commensurate with experience.

TIMEFRAME: Position begins as soon as possible through at least September 30, 2026.

SUMMARY: Provides support in all phases of emergency management. Assists in building the Rockwall County Emergency Management program, managing and maintaining the Emergency Operations Center (EOC), and all functions within.

ESSENTIAL JOB FUNCTIONS:

  • Maintain the Emergency Operations Plan
  • Activate Nixle and IPAWS emergency alert systems and update Facebook page
  • Perform response and recovery activities in the Emergency Operations Center and in the field
  • Coordinate with local volunteer groups such as Citizens Emergency Response Team (CERT), and Rockwall Amateur Radio Club (RARC)
  • Plan and execute drills and exercises
  • Attend training courses to further education in emergency management.
  • Serve on a rotational on-call basis to activate EOC 24/7/365 as required by emergency and/or disaster situations that may require emergency management assistance.
  • Maintain EOC technology and equipment
  • Other Duties as assigned.

  • Ability to establish and maintain effective working relationships with fire department personnel, law enforcement agencies, public officials, volunteers, media representatives, and the general public.
  • Ability to multi-task, organize, prioritize, adapt to constantly changing situations and effectively take appropriate action.
  • Ability to communicate in a clear, concise, and effective manner, both verbally and in writing.
  • Ability to assess and prioritize multiple tasks, projects, demands, and pivot focus quickly.
  • Ability to analyze and compile data and other information into usable intelligence
  • Self-disciplined and self-motivated to work alone and with others; ability to exercise sound judgment in safeguarding confidential or sensitive information.
  • Ability to maintain emotional control and work effectively during emergencies, crisis situations, or extremely stressful situations.
  • Advanced proficiency level utilizing Microsoft Office applications including Excel, PowerPoint, Access, Publisher, Word, and Outlook, WebEOC, and the ability to learn other apps or platforms quickly.
  • Must have or obtain a valid amateur radio operator's license for communications with the amateur radio group within one (1) year of appointment.

SUPERVISORY/BUDGET RESPONSIBILITIES:

This position has no supervisory responsibility and has no budget responsibility.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree.
  • A combination of work experience and education may be considered in lieu of a bachelor's degree.
  • Minimum of one (1) year of experience in emergency management, program/project management, plan development, and/or grant management.
  • Computer experience; proficient in typing.
  • Valid Class C Texas Driver's License.

WORKING CONDITIONS:

Ordinarily this position is located in an office environment with little or no exposure to environmental conditions. During a declared disaster, the EM Specialist may be required to respond to a disaster scene and work outdoors. Fine dexterity, sitting, talking, hearing, and vision are constantly used. Occasional walking, standing, reaching, handling, lifting and carrying approximately fifty pounds (with or without reasonable accommodation).

CONDITIONS OF EMPLOYMENT:

  • Must successfully complete a background investigation.
