Position Summary

The Program Manager (PM) is responsible for the planning, execution, and delivery of the Air Defense System - Command, Control, Communications, and Intelligence (C3i) System Modernization program. The PM serves as the primary point of accountability to the Government and provides leadership across all technical, operational, and contractual activities.


The PM directs program functions including systems engineering, integration, cybersecurity, test and evaluation, logistics, training, and deployment to ensure execution aligns with the Statement of Work (SOW), System Requirements Document (SRD), and contract deliverables. The role ensures effective coordination among subcontractors, suppliers, and technical teams while maintaining disciplined oversight of program performance throughout the lifecycle. This position is contingent upon contract award.

Responsibilities:

  • Serve as the primary interface with the Government Contracting Officer and Program Office
  • Lead program planning, execution, and performance management
  • Manage cost, schedule, and technical performance
  • Develop and maintain the Integrated Master Schedule (IMS), managing dependencies, critical path, and technical maturity
  • Lead program reviews, technical meetings, and milestone decision events
  • Direct subcontractor and supplier coordination
  • Oversee risk management, issue resolution, and opportunity tracking
  • Ensure compliance with the SOW, SRD, and contract deliverables
  • Ensure timely delivery of CDRLs and required program documentation
  • Oversee program staffing plans, personnel requirements, security, and team schedules
  • Maintain program transparency through structured reporting and performance metrics

Qualifications

  • Strong leadership and interpersonal skills with the ability to lead multidisciplinary teams
  • Bachelor's degree in engineering, systems engineering, computer science, or related technical field
  • 15+ years of experience managing complex DoD or international defense programs
  • Experience managing command and control, air defense, or large-scale networked systems
  • Demonstrated experience leading multi-disciplinary engineering and integration teams
  • Experience managing international programs or Foreign Military Sales (FMS) efforts
  • Experience supporting system development, integration, verification, or fielding activities
  • Proficiency with Microsoft Project for developing and managing Integrated Master Schedules
  • Ability to travel, including extended trips to overseas locations
  • Active Secret clearance (or ability to obtain and maintain)

Desired Qualifications

  • PMP certification or equivalent program management certification
  • Master's degree in engineering, systems engineering, or business administration
  • Experience with DoD systems engineering processes and lifecycle management
  • Experience supporting large-scale system integration and operational deployments
  • Familiarity with cybersecurity compliance and RMF processes
