Johnson Venture Management Solutions, Inc. (JVM Solutions) is recruiting an experienced Program Manager (PM) to serve as the senior management authority and primary representative for the FLETC Enterprise Health Unit Services contract. The PM manages enterprise-wide health unit services across all four sites, is dedicated solely to this contract, and may not perform duties for any other contract.
Duties and Responsibilities
· Serve as on-site primary point of contact with FLETC Government (CO, COR, CMO) at Glynco, GA
· Manage total work effort for all health unit services across Glynco, Artesia, Charleston, and Cheltenham
· Be on-site at FLETC-Glynco during core duty hours on every training day and any additional training days
· Authorize, speak, act, and execute business decisions on behalf of JVM in all governmental matters
· Ensure all staffing levels, quality standards, and contract requirements are met at all four sites
· Attend weekly performance meetings with CO/COR during first month of contract; thereafter as required
· Prepare and sign written meeting minutes within five (5) days of each meeting; distribute to CO and COR
· Submit all required deliverables on time: QCP, PSV packets, employee rosters, monthly reports, formulary reports, OSHA logs, Active Shooter Training lists, and all other reports listed in PWS Part 5.13
· Manage Medical Surveillance Program (MSP) operations and ensure OSHA compliance across all sites
· Coordinate with the FLETC CMO and OHD on health policy, pandemic response, and emerging disease protocols
· Manage Government-Furnished Property (GFP/E) and coordinate joint annual inventories with the COR
· Investigate and respond to customer complaints in coordination with the COR and CMO
· Serve as PM and APM for Cheltenham, MD (no dedicated Clinic Manager at that site)
· Travel to Artesia, Charleston, and Cheltenham as operationally required
Minimum Qualifications
• Minimum five (5) years of professional healthcare experience
• Minimum five (5) years of professional supervisory experience managing a Health Unit, Urgent Care Clinic, Doctor's Office, or Emergency Department
• Within the last three (3) consecutive years, must have successfully managed a Health Unit, Urgent Care Clinic, Doctor's Office, or Emergency Department
• Proficiency in reading, writing, speaking, and understanding English at a professional level
• Proficiency in Microsoft Office (Word, Excel, Outlook, Teams); ability to operate the Government-provided EMR (SASS)
• US. Citizen or alien lawfully admitted for permanent residence; DHS background investigation required
Preferred Qualifications
• Baccalaureate from a healthcare program accredited by ACEN, CCNE, DOE, or Council for Higher Education Accreditation; Health Care Administrators require PAHCOM, ACHCA, or AAHAM certification in lieu of state license
• Graduate degree in nursing, PA studies, Health Care Administration, or Medicine
• Prior experience with multi-site federal healthcare operations
• Familiarity with OSHA Medical Surveillance Programs, CLIA-waived laboratories, and DHS/FLETC health directives
• Prior occupational health or law enforcement health experience
Physical Requirements
• Must be physically and mentally capable of performing essential functions in a demanding law enforcement training environment
• Ability to lift 50 pounds; perform prolonged CPR; move medical equipment
• Adequate corrected vision (20/20 with correction) and hearing (whisper at 5 feet)
• Cardiovascular fitness sufficient to respond quickly to emergencies
• Manual dexterity and coordination to operate medical equipment
Education
• Baccalaureate from a healthcare program accredited by ACEN, CCNE, DOE, or Council for Higher Education Accreditation; Health Care Administrators require PAHCOM, ACHCA, or AAHAM certification in lieu of state license
Licenses & Certifications
• Current, full, active, and unencumbered RN license at minimum (PA, NP, DO, MD also qualify); any license restriction must be reported to employer and CO/COR immediately
