Starting Pay: $23.8383 Hourly ($49,584)
After 1st Year: $25.4303 Hourly ($52,895)
After 2nd Year: $27.3267 Hourly ($56,840)
After 3rd Year: $30.7996 Hourly ($64,063)
After 4th Year: $31.8084 Hourly ($66,161)
After 5th Year: $32.8843 Hourly ($68,399)

MINIMUM QUALIFICATIONS:

Bachelor's degree -AND- two (2) years' experience in the administration of benefits and leave management;

-OR-

Five (5) years' experience in the administration of benefits and leave management;

-OR-

An acceptable combination of education and experience as determined by the Director.

JOB SUMMARY: Performs professional and technical duties, often of a confidential nature, in the administration of the benefits division of the County's Human Resources and Labor Relations office; ensures compliance with all federal, state and county regulations and policies and union contracts; works under the general supervision of the Deputy Director.

ESSENTIAL JOB DUTIES AND FUNCTIONS:

  • Administers the county's suite of health and welfare benefit offerings, as the subject matter expert, in areas of: healthcare, various point solutions, dependent care FSA, FMLA, Short and Long Term Disability and Tri-Share program, among others.
  • Acts as the lead for Open Enrollment coordinating in its entirety from development of print/digital materials to assisting employees through the selection process on the self-service portal to approving changes and ensuring EDI feeds to various vendors.
  • Acts as a primary point of contact for benefit related questions. Answering routine but more often complex questions regarding County policies and Union contracts on topics related to employee benefits, retirement benefits, benefit utilization assisting as needed when employees or retirees experience difficulty with benefits utilization and provide guidance to available resources and options.
  • Onboards new providers working directly with them to implement, establish EDI feeds, provide upload files and roll out communications.
  • Works collaboratively with the Outreach Representative, various providers and consultants in preparing and circulating related communications, recordings, educational material, etc.
  • Processes changes in enrollment, coverage, status changes ensuring accuracy in payroll and compliance with necessary contracts, policies and laws.
  • Conducts retirement meetings to assist employees transitioning from active status to retirement.
  • Participates in the Healthcare Coalition.
  • Conducts new hire orientation introducing new employees to the suite of county benefits, answering questions and providing meaningful insight to maximize the benefit to employees.
  • Maintains accurate records including employee and retiree personnel and benefit files.
  • Conducts and responds to survey needs and requests.
  • Performs research and prepares reports as directed, including design and administration of various training programs.
  • Performs trainings in benefit and welfare topics.
