Job Description

Reporting to the Director of Program Strategy and Innovation, the Senior Program Officer (SPO) for Program Evaluation and Innovation supports the evaluation, adaptation, and strategic evolution of programs across the organization. This role will provide crucial support to on-going program development and the introduction of new and innovative programming and funding sources, while paying close attention to strategic priorities, policy shifts, and the current funding landscape. Under the direction of the Director of Program Strategy, Learning & Innovation, the SPO will closely collaborate with Program Directors, the Office of the Chief of Programs, and Development and Mobilization to ensure the successful delivery of high quality, sustainable services at Global Refuge and partner agencies. The role will provide hands-on support in program design, evidence gathering, performance analysis, and learning Implementation translating strategic priorities into practical tools, analyses, and recommendations that strengthen program quality, effectiveness, and responsiveness.

This position can be remote with occasional trips to Baltimore as needed.

Responsibilities/Duties

  • Provides key support in the design and development of new program models, pilots and service adaptations aligned with strategic and client needs.
  • Assist with needs assessments, landscape scans, and research to inform new program opportunities in public and private sectors (federal funding, foundations, corporations, and philanthropists).
  • Contributes to program concepts, theories of change, logic models, and outcomes frameworks.
  • Supports proposal development by drafting program narratives and learning components.
  • Supports the development of an evaluation framework for a large-scale review of Global Refuge programs to assess the effectiveness, outcomes, and implementation quality of current programs.
  • Implements evaluation and learning activities including data collection, analysis, and synthesis.
  • Analyzes qualitative and quantitative data to identify trends and improvement opportunities.
  • Prepares learning briefs, dashboards, and summary reports.
  • Supports structured program reviews and learning cycles in coordination with Program Directors and cross-functional teams.
  • Tracks follow-up actions and documents program adaptations.
  • Organizes learning sessions, reviews, and working groups.
  • Supports Director for Program Strategy, Learning & Innovation in promoting adaptive management practices through participant feedback, programmatic outcomes, and other measures.
  • Supports alignment between program design, compliance, and funder expectations.
  • Manages tracking tools and databases measuring progress towards strategic goals and program needs (SharePoint, Salesforce)
  • Documents lessons learned and emerging insights.
  • Maintain repositories of program documentation and learning products.

Qualifications

  • Master's degree in public policy, international development, public health, or a related field or equivalent combination of education and professional experience.
  • Minimum of 5 years of experience with progressive roles and responsibilities in program management, program development, and quality assurance methods.
  • Minimum of 5 years of experience in immigration, social services, and unaccompanied children's services required
  • Demonstrated experience in program design and development, monitoring and evaluation, and adapting existing programs based on evidence.
  • Strong understanding of evaluation approaches, strategic needs and adaptations, learning frameworks and performance improvement.
  • Proven track record in securing funding from diverse funding sources including corporations, private foundations, individuals and through sales/fee for service.
  • Demonstrated ability to develop and manage collaborative partnerships across various systems.
  • Data visualization or dashboard experience a plus
  • Excellent oral and written communication skills and the ability to interact well with all levels of various systems.
  • Ability to manage multiple priorities and work collaboratively.
  • Deep commitment to Global Refuge's core values and ability to model those values in relationships with colleagues and partners.

Special Position Requirements

  • Must be willing and able to clear a criminal background check for the past 7 years.
  • Must be willing and able to request and clear Child Abuse and Neglect background check in all states lived within previous 5 years, updated yearly.
  • Must obtain a negative TB Test yearly.
  • Must be CPR, First Aid, and AEC certified upon hire or within 60 days of hire.
  • Must be willing and able to obtain FBI fingerprint check every 5 years.
  • Must have valid driver's license and MVA check free of major infractions for the last 7 years.
  • Must clear a State of Maryland Department of Public Safety and Corrections Services screening.
  • *This role may be based in US locations where Global Refuge employs staff. If the selected candidate is not local to the Baltimore, Maryland region, they will be required to travel to Baltimore on a quarterly basis, at a minimum. This would be in addition to travelling to other locations where Global Refuge provides services.
