The targeting analysis process is used to identify opportunities for both investigative and collection actions. Based on these assessments, a TAP provides strategic recommendations for new opportunities to mitigate or disrupt the network to further threat mitigation efforts.Tactical Intelligence Report (TIR), used to summarize the results of tactical targeting efforts that are designed to advance a particular investigation. Both employee and contractor staff assigned to the intelligence program can use a TIR to convey tactical analysis. The primary customers of TIRs are case agents, program coordinators, and IAs performing Threat Analysis.Source Identification Package – Lead Report (SIP‐LR), which provides a quick snapshot of the pertinent facts for further evaluating or assessing a PCHS who can potentially collect against a specific target. A Type 5 Evaluation Phase Assessment must be opened in order to write this product.Source Identification Package – Extended (SIP‐Extended), an all‐encompassing assessment of a PCHS recommended for further assessment and/or recruitment who can potentially collect against a specific target. Contractor analysts may co‐author a SIP‐Extended with an IA or SOS or use the SIR‐LR template to support source identification efforts. The SIP‐ Extended can be written as a stand‐alone product or following the creation of a SIP‐LR when it is determined that further analysis and research is required. There is no requirement to write a SIP‐Lead Report prior to writing a SIP‐Extended.
